Mercy among members of society will only bring good, and it also brings comfort to the soul and a sense of citizenship. We are in a society known - praise be to God - for mercy, affection, communication, and assistance.

A civil institution under the umbrella of the National Center for the Development of the Non-Profit Sector, and under the supervision and support of the Ministry of Environment, Water and Agriculture, it aims to enable the community to contribute to water irrigation projects and programs in villages, settlements and remote areas, consolidating the role of the Ministry in activating community participation. (Saqaya) represents an opportunity for integration between the community and various entities working in the fields of water irrigation, and it also adopts a pivotal role in supervising and organizing current irrigation programs, with the aim of raising their efficiency and expanding the scope of their impact across the regions of the Kingdom, by finding sustainable solutions, and accelerating the delivery of water to areas in need with high quality and at an appropriate cost.
